Terms and Conditions



SECTION 1:  General Provisions:

The following details the type of, operational organization and structure of, the purpose for, participation in, and acceptance of the Terms and Conditions for all raffles being conducted under and governed by these Terms and Conditions.


Provision 1.1:  Type of Raffle:  This is an Internet/Electronic Raffle.

Provision 1.2: Raffle Operational Organization and Structure:

These Internet/Electronic Raffles are being conducted by paws4peopleTM, Inc.  paws4peopleTM, Inc. is a non-profit, 501(c)(3) tax exempt public charity, FEIN: 54-1948479, herein also known as the "Foundation."

These Internet/Electronic Raffles are conducted and managed by NPOFundingSolutionSTM,, which is the  Development Department of paws4peopleTM Inc.  NPOFundingSolutionSTM is solely controlled and operated by paws4peopleTM Inc.    NPOFundingSolutionSTM is also known herein as “NPOFS.”

One of the fundraising methods used by NPOFundingSolutionSTM is to conduct Internet/Electronic Charitable Raffles.  NPOFundingSolutionSTM employs the following marketing brands:

CostaRica.CharityRaffles.orgTM

CharityRaffles.orgTM and CostaRica.CharityRaffles.orgTM are also known herein as “CR.org.” 

At the present time, CharityRaffles.orgTM and CostaRica.CharityRaffles.orgTM consists of as many as five different types of Raffles.  These five different types of raffles are:

The CharityRaffles$50K [$10 Donation] series which offers a Grand Prize of $50,000.00 and 516 lesser valued prizes.

The CharityRaffles$50K [$20 Donation] series which offers a Grand Prize of $50,000.00 and 516 lesser valued prizes.

The CharityRaffles$100K [$40 Donation] series which offers a Grand Prize of $100,000.00 and 516 lesser valued prizes.

The CharityRaffles$150K [$60 Donation] series which offers a Grand Prize of $150,000.00 and 516 lesser valued prizes.

The CharityRaffles$1M [$100 Donation] series which offers a Grand Prize of $1,000,000.00 and 1,753 lesser valued prizes.

All CharityRaffles.orgTM raffles distribute their income as follows:

25% for Prizes

65% to support civic, non-profit, charitable, educational, and religious organizations.

10% for raffle and administrative overhead expenses.

Provision 1.3: Purpose of the Raffle: 

The primary purpose is to raise funds for the operations of paws4peopleTM Inc.  paws4peopleTM Inc. is a non-profit, 501(c)(3) public charity that provides very highly trained Educational Assistance K-9 Therapy Dogs to special education classrooms and Educational Assistance K-9s for Educational Enrichment Programs in the regular education classroom. It also provides trained and certified private placement Assistance Dogs to persons with disabilities, terminally ill adolescents and/or seniors and disabled veterans; and provides general visitation certified Social-Therapy Dogs to hospitals, nursing homes, Hospice, and Rehabilitation facilities.  There are also operational chapters of the Foundation in North Carolina, Virginia and West Virginia.

The secondary purpose is to enable other civic, non-profit, charitable, educational and religious organizations throughout the world to raise funds via these raffles by using their organizations marketing capabilities.  These “referral” organizations obtain contributions from the proceeds of each “donation-in-exchange-for-a-raffle-ticket” they generate.  The total contributions Referral Organizations can earn is dependent upon the total number of raffle tickets their referral efforts generate.

The third purpose is to establish and demonstrate the effectiveness and efficiency of Internet fundraising, thus allowing for a significant reduction in overhead expenses associated with typical charitable fundraising activities.

Provision 1.4: Raffle Participation:  By participating in any of these Raffles you are helping the Foundation to fulfill and expand its mission of providing state-of-the-art educational animal-assisted K-9 therapy programs/services to special and regular education classrooms; private placement Assistance Dogs to seriously/terminally ill adolescents, spouseless seniors and/or disabled veterans; and general visitation social-therapy dogs and services to countless nursing homes, hospitals, Hospice and Rehabilitation facilities.  You are also helping NPOFS to fulfill its mission to provide funding, free-of-charge, to many other civic, non-profit, charitable, educational and religious organizations throughout the world.

In advance of your participation in this Raffle, we would like to extend our heartfelt appreciation for your support.


Provision 1.5: Acceptance of the Terms & Conditions:  By participating in these Raffles and making a donation in exchange for a Raffle Ticket, you are confirming that you have read the Terms & Conditions of these Raffles, that you understand them, and that you agree to abide by them. If you have any questions about these Terms & Conditions, please contact the Raffle Administrator at: RaffleAdministrator@NPOFS.org.

SECTION 2:  Raffle Definitions – Terms & Processes:

The following details definitions of various “terms” and/or “processes” associated with the conduct of these raffles.

Section 2.1: Raffle Eligibility:  You must be 18 years of age or older to make a donation to obtain a Raffle Number.

Section 2.2: The Donor:  Any individual who makes a donation to CR.org in order to obtain an electronically determined Raffle Number or Numbers shall be referred to herein as the “Donor.”  Only one (1) individual may be identified as the individual who made the donation, and hence would be designated as the Winner for any Raffle Numbers acquired during the Donation Transaction Process [See Definition below].

Section 2.3: Number of Raffle Numbers Obtained by One Person:  There shall be no limit to the number of Raffle Numbers for which Donations may be accepted by any one person during the life cycle of any specific Raffle conducted by CR.org.

Section 2.4: The Donation Transaction Process:

This is the computer process by which an individual may make a donation to CR.org and in return for said donation receive an electronically determined Raffle Number or Numbers. This process shall require the Donor to provided specific information in order to obtain a raffle number or numbers. The information provided shall also be required so that CR.org can communicate with the Donor during the life-cycle of the Raffle, to notify the Donor that he/she has won a Raffle PRIZE and to deliver a PRIZE to the Donor.

The following information is required: Complete Legal Name; Complete Postal Mailing Address; an Active E-Mail Address; Phone Number [Land-line or Cell]; and a Charge or Debit Card Number. This information must match/correspond to the information on the particular card used to make the donation.

[Please Note: The financial portion of the Donation Transaction Process shall occur on the secure servers of the merchant processing services company. CR.org shall NOT have access to the Donor’s financial transactional information, with the exception of the last four numbers of the credit or debit cards used for the transaction, which will be needed to provide the Donor with his/her official receipt, and the electronic communication confirmation which verifies the acceptance by the merchant processing service company that your financial transaction was successfully completed.]

[Please Note:  The mailing and email addresses provided during the Donation Transaction Process shall be considered as the addresses for all future correspondence between NPOFS and the Donor.  If either of these addresses changes it is the Donor’s responsibility to inform NPOFS of such change, via the Raffle Administrator, see above].

Once the Donor has completed the Donation Transaction Process and the Donor’s financial transaction accomplishing his/her donation to CR.org has been validated and completed, the Donor may immediately download an e-copy receipt of his/her raffle number(s) that were randomly selected from the raffle number database. A paper copy or confirmation number is not required to claim a PRIZE if the ticket was generated online and verified by email to the Donor.

All Donors, by the act of making a donation in exchange for a raffle number, consent to have their First Name, the initial of their Last Name, City and State, listed within any media considered appropriate by the CR.org, should they win a PRIZE from this Raffle.

Section 2.5: Method of Donation:

Online: You may donate safely and easily by charge or debit card on this website. When your donation is confirmed, you may download an e-copy of your raffle number(s). Your donation in exchange for your Raffle Number(s) is not a “tax-deductible” contribution.

Via USPS [Mail]:  You may donate by accomplishing the downloadable form provided for this purpose on the website. When your donation is processed you will be provided via email raffle number(s). Your donation in exchange for your Raffle Number(s) is not a “tax-deductible” contribution.  This method of entry shall become available during 2008.

[Please Note: NPOFS and its agents, Board, vendors, volunteers and members assume no liability for lost, late, misdirected, mutilated, incomplete, illegible, undelivered entries or entries without proper payment received, which entries shall be deemed invalid and shall be immediately disqualified.]

SECTION 3:  The Raffle Series – Specific Provisions:

The following details specific information concerning the structure, convention, odds and prize profiles for each of the following Raffle Series:

Provision 3.1:  Definition of a Raffle Series: 

Provision 3.1.1:  Raffle Naming Convention:  Each Raffle Series, as identified above, is centered on a particular type of raffle that has a certain valued Grand Prize, i.e., the CharityRaffles $50K Raffle Series, which has a Grand Prize of $50,000.00.  Each of the Raffle Series has specific details associated with it, i.e., the number of electronic tickets that will be issued for each raffle, the specific number and value of prizes that will be awarded by the raffle, etc.

Provision 3.1.2:  Raffle Numbering Convention: 

Provision 3.1.2.1:  Raffle Series Identifier:  Each Raffle Series shall employ the following numbering system to distinguish each specific Raffle Series.  This symbol shall be referred to as the Raffle Identifier:

The CharityRaffles$50K series:  CR50K

The CharityRaffles$100K series:  CR100K

The CharityRaffles$150K series:  CR150K

The CharityRaffles$1M series:  CR1M

Provision 3.1.2.2:  The Year and Raffle Sequence Number:  Each Raffle shall employ the following numbering system to distinguish each specific raffle conducted within a specific Raffle Series during a calendar year.  This symbol shall be referred to as the Year and Raffle Sequence Number:

6001 – Shall indicate the first raffle within a specific Raffle Series initiated in the year 2006.

7001 – Shall indicate the first raffle within a specific Raffle Series initiated in the year 2007, and so on.

Provision 3.1.2.3:  The Unique Raffle Number:  Each Raffle shall employ the following numbering system to distinguish each specific and individual unique Raffle Number.  This symbol shall be referred to as the Unique Raffle Number:

i.e., 1 – 15,000 [for the CharityRaffle$50K raffle]

Provision 3.1.2.4:  Raffle Numbering Example:  The following provides an example of two Raffle Numbers with an associated explanation:

CR50K6003-00004 – This is the 4th Raffle Number out of the 15,000 available Raffle Numbers for the 3rd raffle initiated in 2006 within the CharityRaffle$50K Raffle Series.

CR1M7005-32567 – This is the 32,567th Raffle Number out of the 50,000 available Raffle Numbers for the 5th raffle initiated in 2007 within the CharityRaffle$1M Raffle Series.

Provision 3.2:  Continuous Operation:   Each Raffle within a particular Raffle Series shall continue to operate on a continuous basis.  This means that when a raffle within a specific Raffle Series issues its final available raffle number, the next raffle within that Raffle Series automatically begins when a donation for the next raffle ticket is obtained.

Provision 3.6.1.1: “Early Bird” Drawings:  There will be three “Early Bird” drawings.  Each drawing will be conducted according to the following details.  Only one “Early Bird” prize may be won by any one individual per Raffle.  Each winner of an “Early Bird” Drawing shall be removed from the Drawings for subsequent “Early Bird” drawings.

Early Bird Drawing 01

Prize: $10,000

Drawing to take place after the 5,000th Ticket is processed.  The pool of eligible winners shall be those individuals holding the first 5,000 raffle tickets issued.  The ODDs of winning the Early Bird Drawing 01 will be 1 : 5,000.

Early Bird Drawing 02

Prize: $10,000

Drawing to take place after the 10,000th Ticket is processed.  The pool of eligible winners shall be those individuals holding the first 10,000 raffle tickets issued.  The ODDs of winning the Early Bird Drawing 02 will be approximately 1 : 9,999.

Early Bird Drawing 03

Prize: $10,000

Drawing to take place after the 20,000th Ticket is processed.  The pool of eligible winners shall be those individuals holding the first 20,000 raffle tickets issued.  The ODDs of winning the Early Bird Drawing 03 will be approximately 1 : 19,998.

Provision 3.6.1.2: “Donor Appreciation” Drawings:  There will be two “Donor Appreciation” drawings.  Each drawing will be conducted according to the following details.  Only one “Donor Appreciation” or “Early Bird” prize may be won by any one individual per Raffle.  Each winner of an “Early Bird” and “Donor Appreciation” Drawing shall be removed from the Drawings for subsequent “Early Bird” and/or “Donor Appreciation” drawings.

Donor Appreciation Drawing 01

Prize: $10,000

Drawing to take place after the 30,000th Ticket is processed.  The pool of eligible winners shall be those individuals holding the first 30,000 raffle tickets issued.  The ODDs of winning the Donor Appreciation Drawing 01 will be approximately 1 :27,997.

Donor Appreciation Drawing 02

Prize: $10,000

Drawing to take place after the 40,000th Ticket is processed.  The pool of eligible winners shall be those individuals holding the first 40,000 raffle tickets issued.  The ODDs of winning the Donor Appreciation Drawing 02 will be approximately 1 : 39,996.

Provision 3.6.2: The Odds - Main Prize Drawing: 

Odds of winning the 1st Grand PRIZE: 1 : 50,000

Odds of winning any PRIZE: 1 : 30

SECTION 4:  The Drawings – Specific Provisions:

The following details information concerning how the drawings for Raffles will take place:

Provision 4.1:  The Raffle Drawing:

The Raffle Drawing Date shall occur within twenty-one (21) calendar days of the Raffle Closing Date.

The drawing order will be:

Provision 4.1.1:  For the CharityRaffles$50K Raffle Series:   The first number drawn will be for the Grand PRIZE, the second number drawn will be 2nd Place PRIZE, the third number drawn will be 3rd Place PRIZE, the fourth number drawn will be 4th Place PRIZE, the fifth number drawn will be 5th Place PRIZE, and so on until a number has been drawn for all 517 available PRIZEs.

Provision 4.1.2:  For the CharityRaffles$100K Raffle Series:  The first number drawn will be for the Grand PRIZE, the second number drawn will be 2nd Place PRIZE, the third number drawn will be 3rd Place PRIZE, the fourth number drawn will be 4th Place PRIZE, the fifth number drawn will be 5th Place PRIZE, and so on until a number has been drawn for all 517 available PRIZEs.

Provision 4.1.3:  For the CharityRaffles$150K Raffle Series:  The first number drawn will be for the Grand PRIZE, the second number drawn will be 2nd Place PRIZE, the third number drawn will be 3rd Place PRIZE, the fourth number drawn will be 4th Place PRIZE, the fifth number drawn will be 5th Place PRIZE, and so on until a number has been drawn for all 517 available PRIZEs.

Provision 4.1.4:  For the CharityRaffles$1MK Raffle Series:

Provision 4.1.4.1: For the “EarlyBird” Drawings:

Early Bird Drawing 01: The drawing will take place within seven (7) calendar days of the issuance of the 5,000th Raffle Number.  The pool of eligible winners shall be those individuals holding the first 5,000 raffle numbers issued.   The first number drawn will be for the 1st “EarlyBird” PRIZE.  The WINNER of this Prize will be ineligible to win any other “EarlyBird” or “Donor Appreciation” Prize.

Early Bird Drawing 02: The drawing will take place within seven (7) calendar days of the issuance of the 10,000th Raffle Number.  The pool of eligible winners shall be those individuals holding the first 10,000 raffle numbers issued.   The first number drawn will be for the 2nd “EarlyBird” PRIZE.  The WINNER of this Prize will be ineligible to win any other “EarlyBird” or “Donor Appreciation” Prize.

Early Bird Drawing 03: The drawing will take place within seven (7) calendar days of the issuance of the 20,000th Raffle Number.  The pool of eligible winners shall be those individuals holding the first 20,000 raffle numbers issued.   The first number drawn will be for the 3rd “EarlyBird” PRIZE.  The WINNER of this Prize will be ineligible to win any other “EarlyBird” or “Donor Appreciation” Prize.

Provision 4.1.4.2: For the “Donor Appreciation” Drawings:

Donor Appreciation Drawing 01: The drawing will take place within seven (7) calendar days of the issuance of the 30,000th Raffle Number.  The pool of eligible winners shall be those individuals holding the first 30,000 raffle numbers issued.   The first number drawn will be for the 1st “Donor Appreciation” PRIZE.  The WINNER of this Prize will be ineligible to win any other “EarlyBird” or “Donor Appreciation” Prize.

Donor Appreciation Drawing 02: The drawing will take place within seven (7) calendar days of the issuance of the 40,000th Raffle Number.  The pool of eligible winners shall be those individuals holding the first 40,000 raffle numbers issued.   The first number drawn will be for the 2nd “Donor Appreciation” PRIZE.  The WINNER of this Prize will be ineligible to win any other “EarlyBird” or “Donor Appreciation” Prize.

Provision 4.1.4.3:  For the Main Raffle Drawing:

The first number drawn will be for the $1,000,000.00 Grand PRIZE, the second number drawn will be 2nd Grand PRIZE, the third number drawn will be 3rd Grand PRIZE, the fourth number drawn will be 4th Grand PRIZE, the fifth number drawn will be 5th Place PRIZE, and so on until a number has been drawn for all 1,779 available PRIZEs.

Provision 4.2: Drawing Location: 

The drawings may be held at one of two different physical locations: the offices of NPOFundingSolutionSTM, or, any other pre-designated location as determined by the Raffle Administrator.

Provision 4.2.1: The Method of “Drawing” or determining the Winning Numbers for each Raffle: 

Until such time as the Ohio laws are updated to recognize computerized random and/or double random drawing for Internet based raffles, the following method currently required by the Attorney General of Ohio shall be utilized to determine the winning number for all raffles:

At the completion of each raffle, all eligible raffle numbers from the specific raffle shall be determined and identified on individual sheets of paper, just as if they were the detached portion of an old-fashion “paper” raffle ticket.  Each individual eligible raffle number shall then be placed into a receptacle capable of holding the individual sheets of paper.  Each number will be hand-drawn from the receptacle.  The second number, and each subsequent numbers, shall be cross-checked against the names, addresses, and phone numbers of the previously drawn winning numbers, to ensure that only one person wins a PRIZE per Raffle. If a duplicate winner is selected during the drawing process, the drawn number associated with the “duplicate” winner shall be disregarded and another number selected in its place.

[NOTE: The only exception to this provision is for the winners of the “EarlyBird” and/or “Donor Appreciation” drawings within the CharityRaffles$1M Raffle Series.  The five winners of these drawings are eligible for the Main Raffle drawing.  There they can only win one Prize within the same raffle.]

SECTION 5:  Prize Winners – Specific Provisions:

The following details information concerning the responsibilities, obligations, processing fees and tax liabilities for the Prize winners for each Raffle Series:

Provision 5.1:  Notification of Winning Status and WINNER Responsibilities:

All WINNERs will be notified, via E-Mail [at the E-Mail address provided during the Donation Transaction Process], by NPOFS as to the PRIZE they have won within three (3) calendar days of the raffle drawing.

The WINNER of a Prize valued at $5,000.00, or more, shall provide a digital color photograph of him/herself, in “.jpg” file format on either a 1.4 MB floppy disk or CD [Note: the disk or CD will NOT be returned.] This photograph must be able to be transformed into a digital image suitable for publication on the CR.org’s website and other media used within NPOFS’s marketing and public relations programs.

Provision 5.1.1:  The WINNER of a Prize valued at $5,000.00, or more, shall:

Go on-line to www.NPOFS\Forms.  There the WINNER must follow the instructions and complete the downloading process for the following two forms:

NPOFS Form 11A – Verification of Identity Form, and,

NPOFS Form 12 – Consent to Use Digital Image Form.

PLEASE NOTE: Both of these forms must be completely, accurately, and legibly accomplished and NOTARIZED.

The WINNER must complete these forms, have them notarized, and return them to NPOFS within fourteen (14) calendar days.  It is strongly suggested that the WINNER return these completed and notarized forms to NPOFS by USPS certified, return receipt requested, mail.  NPOFS is not responsible for the acknowledgment of the return of these forms.  If these properly completed and notarized forms are NOT received by NPOFS within the fourteen (14) calendar day window from the date of the initial e-mail notification, NPOFS will repeat the notification process within fourteen (14) calendar days of this deadline. If the WINNER does NOT comply with the terms of this second notification process within fourteen (14) calendar days of receipt of this second notification, the NPOFS’s Raffle Administrator shall deem that the WINNER has donated his/her PRIZE to NPOFS. The decision of the Administrator is final. Notification of such decision shall be made to the non-compliant WINNER within fourteen (14) calendar days of such decision.

Provision 5.1.2:  The WINNER of a Prize valued at between $500.00 and $4,999.99, shall:

Go on-line to www.NPOFS\Forms.  There the WINNER must follow the instructions and complete the downloading process for the following form:  NPOFS Form 11B – Verification of Identity Form.

The WINNER must complete this form, have it notarized, and return it to NPOFS within fourteen (14) calendar days.  It is strongly suggested that the WINNER return these completed and notarized forms to NPOFS by USPS certified, return receipt requested, mail.  NPOFS is not responsible for the acknowledgment of the return of these forms.  If these properly completed and notarized forms are NOT received by NPOFS within the fourteen (14) calendar day window from the date of the initial e-mail notification, NPOFS will repeat the notification process within fourteen (14) calendar days of this deadline.  If the WINNER does NOT comply with the terms of this second notification process within fourteen (14) calendar days of receipt of this second notification, the NPOFS’s Raffle Administrator shall deem that the WINNER has donated his/her PRIZE to NPOFS. The decision of the Administrator is final. Notification of such decision shall be made to the non-compliant WINNER within fourteen (14) calendar days of such decision.

Provision 5.1.3:  The WINNER of a Prize valued at less then $499.99, shall:

Go on-line to www.NPOFS\Forms.  There the WINNER must follow the instructions and complete the downloading process for the following form:  NPOFS Form 11C – Verification of Identity Form.

Provision 5.2:  Grand PRIZE WINNER’s Promotional Obligations:

A Grand PRIZE WINNER, by accepting the PRIZE, agrees to participate in any/all marketing, advertising, or promotional activities of NPOFS in relation to the Raffle and/or the PRIZE for a period of forty-five (45) calendar days after the date of the awarding of the 1st installment of his/her PRIZE payment. These activities can only occur within a one-hundred-mile radius from the WINNER’s address of record as provided during the Donation Transaction Process. These activities are limited to personal appearances, video recording sessions in which the WINNER is interviewed regarding his/her reaction(s) to Winning the PRIZE, photo shoots to obtain images of the WINNER for use in NPOFS marketing or advertising campaigns, or other purposes as determined by NPOFS. The WINNER also agrees to grant the right of release for any/all pictures, photographs or other such images, in any form or for any/all media uses by NPOFS. Should the WINNER not participate in such activities and present a favorable impression for NPOFS, NPOFS reserves the right to void any/all remaining portion(s) of the PRIZE. The WINNER shall not be compensated for the requirements/actions of this section.

All WINNER’s agree to grant the right of release of their first name and the initial of their last name and their City, and State, to be used in NPOFS marketing or advertising campaigns, or other purposes as determined by NPOFS.

Provision 5.3:  Shipping and Processing Fees:

All Prizes shall have a fee deducted from the cash value of the Prize to cover the expenses associated with Processing and Shipping the Prize for delivery to the Winner.  The following fees shall apply:
